Video talks of security subgroup yield no results - Deinego
LUGANSK, September 13 (Lugansk Media Center) – The video conference of the security subgroup yielded no results today, as Kiev side stuck to its counterproductive position and declined to discuss the implementation of the 'school ceasefire' and its violations, said LPR envoy to Minsk negotiations Vladislav Deinego.
"The video conference ended without any results," he said.
"We can state that Ukraine is being very consistent in declining to engage in meaningful dialog on implementing ceasefire, which was intended to last indefinitely as the scholl year began."
"While the number of violations on Ukrainain side is sustainably increasing (in the last four days there was a triple growth) Ukraine keeps blocking the discussion, analysis of the situation and measures to improve it," Deinego explained.
The members of the Contact Group have agreed a comprehensive ceasefire agreement effective from midnight August 25 as the academic year was to begin in Donbass on September 1. On August 22 the leaders of the Normandy Four countries (Russia, Germany, France, Ukraine) supported the ceasefire the Contact Group was expected to adopt the next day, and actually did on August 23.
The previous agreement on the ceasefire was reached by the Contact Group on June 21, but it was violated by Kiev forces 30 minutes after coming into force.
The members of the Contact Group have announced ceasefire for more than ten times since autumn 2014. Kiev forces regularly violated the truce opening fire with large caliber artillery, mortars and tank guns which were to have been withdrawn in accordance with the Minsk agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on 12 February 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
