LUGANSK, March 1 (Lugansk Media Centre) – The UNHCR humanitarian convoy has finally arrived in the LPR via the Schastye checkpoint, though it does not mean that the crossing point is operating, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.

On Monday, 11 vehicles carrying materials for reconstruction, have crossed the contact line through the Schastye-Lugansk checkpoint.

"It is the first time ever we see a humanitarian cargo passing here. But we can't say the crossing point is operating," she said.

Kobtseva explained that the one-time cargo delivery does not mean that Ukraine has coordinated all necessary parameters with the LPR to finally open the checkpoint for civilians.

The arrival of the cargo comes following Ukrainian JFO press service claims that the LPR had refused to let in an UNHCR humanitarian convoy. Kobtseva clarified the situation saying that Ukraine had coordinated a route through the DPR first, but later suddenly substituted it with a route through the Schastye checkpoint, and notified both the UN and the LPR at short notice, on February 24. After that, an agreement has been reached to organize the delivery on March 1.

At around 1.15 p.m. on Monday first UNHCR vehicle crossed the contact line and arrived in the LPR.

According to Kobtseva, providing for the passage of humanitarian cargo is one of the parameters that need to be harmonized between Ukraine and the LPR to facilitate the simultaneous opening of the new crossing points in Schastye and Pervomaisk.
