LUGANSK, September 17 (Lugansk Media Centre) - Kiev forces jammed OSCE Special Monitoring Mission unmanned aerial vehicles in the Kapitanovo village area in order to conceal the weapons deployed in violation of the Minsk agreements, Lugansk People’s Republic People’s Militia press service officer Ivan Filiponenko said at a press briefing at the Lugansk Media Centre.

“To prevent the detection of Ukrainian army hardware deployed in violation of the Minsk accords, Ukrainian criminals’ units continue to interfere with the operation of OSCE UAVs flying over areas occupied by Ukrainian forces,” Filiponenko said.

“On September 14, radio electronic warfare units in the Ukrainian army 14th Brigade responsibility zone jammed OSCE Mission drone control channels in the Kapitanovo settlement area.”

Earlier, he said that Ukrainian forces had jammed OSCE SMM drones in the Popasnaya area.

LPR People’s Militia spokesman Yakov Osadchiy said that last week, OSCE SMM observers recorded the absence of 49 pieces of Ukrainian army hardware in heavy equipment withdrawal and storage sites.

The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
