LUGANSK, February 7 (Lugansk Media Centre) - Kiev forces fired on a truck hired by the International Committee of the Red Cross to deliver coal to residents of frontline villages despite an accord with Ukraine, the Lugansk People’s Republic Office at the Joint Centre for Control and Coordination said.
“At 15:10 on February 6, 2019, a ZIL-130 truck was damaged in a Stupna-P anti-tank grenade launcher attack between the Donetskiy and Golubovskoye settlement as it was delivering coal under the previously coordinated ICRC request order dated January 30, 2019,” the JCCC said.
“The vehicle carrying relief supplies to frontline settlement residents was shot at despite the safety guarantees provided by Ukraine and its ceasefire commitments,” it said.
“Just one shot was fired; I got scared and stepped on the gas to go uphill faster. Later on I stopped to inspect the car and saw that it had been damaged,” said the driver who had not been hurt in the incident.
“The webpage of the so-called Joint Forces Operation” presented the shooting at the truck loaded with ICRC cargo as a strike to destroy a KRAZ truck belonging to “Russian occupation forces,” a JCCC officer added.
“The LPR Office at the JCCC urges the OSCE and other international organisations to give appropriate assessment to Ukraine’s criminal actions,” he said.
The members of the Contact Group have announced ceasefire more than 20 times since the autumn of 2014. Kiev forces regularly violated the truce opening fire with large calibre artillery, mortars and tank guns which were to have been withdrawn in accordance with the Minsk agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
