Ukraine shies away from transparent Minsk talks - Deinego
LUGANSK, September 30 (Lugansk Media Centre) – Ukrainian side at the Minsk talks has rejected transparency mechanisms in favor of unilateral interpretations, said LPR Foreign Minister representing the Republic at Minsk talks Vladislav Deinego.
"To the detriment of objectivity, the Ukrainian side rejected mechanisms for ensuring open coverage of the negotiations in favor of unilateral interpretations," he said.
"We advocated a proposal to maintain and, if necessary, publish audio and video recordings of the meetings so that the public has a clear understanding of what is happening in the negotiations and what agreements are reached."
Ukraine, on the other hand, advocated "confidentiality" and individual statements and interpretations. The OSCE supported them. In order to unblock the dialogue, we had to and insist on postponing the discussion of "confidentiality" to a future meeting of the Contact Group, possibly an extraordinary one.
"The discussion focused on additional measures to secure the ceasefire. Ukraine disavowed them by rejecting to fully use the coordination mechanism – rejection to implement the decision dated September 9 on a joint inspection of Ukrainian positions outside Shumy (DPR zone of responsibility) in connection with the construction of new Ukrainian positions there."
According to Deinego, the LPR proposed to draw a step-by-step road map on implementation of the Minsk Agreements and to submit it to the Verkhovnaya Rada for approval.
