Statement by LPR representative to Minsk talks Vladislav Deinego

At the extraordinary videoconference of the security subgroup on July 28, 2020, initiated by Kiev, the Ukrainian side tried to revise the commitments concerning additional ceasefire control measures, signed by all parties at the June 22 talks, including the authorised Ukrainian representative.
The Ukrainian representatives in the subgroup actually stated their refusal to use the coordination mechanisms for responding to ceasefire violations with the assistance of the Joint Centre for Control and Coordination in the current composition (i.e. comprising representatives of Ukraine, the LPR and the DPR) trying to commit the OSCE Special Monitoring Mission to Ukraine to taking on the coordination functions.
We believe that such attempts by Ukraine, made with full understanding of the fact that the OSCE SMM believes it is impossible to assume the functions uncharacteristic to the Mission, puts in doubt the efficacy and effectiveness of the additional measures as such and the ceasefire itself which directly depends on the effectiveness of the additional measures.
