Statement by LPR Foreign Minister Vladislav Deinego
Our expectations concerning the coordination of the “Steinmeier formula” by the parties to the conflict at the Contact Group meeting on September 18 have not materialised.
All the Minsk talks participants except Ukraine stated their readiness to sign the “Normandy Four” - proposed text of the formula, coordinated in the course of political advisors’ telephone consultations on September 11.
Despite the statements by Ukrainian officials, including those involved in the Minsk talks, that they were not willing to give special status to Donbass, we still hoped that Ukraine would follow the “Normandy Four” directive. It turned out that we hoped in vain. Ukraine derailed the “Steinmeier formula” coordination.
The recommitment to the disengagement of forces and hardware in Zolotoye (LPR territory) and Petrovskoye (DPR) has been failed too, because of the violation of the Normandy Four” - proposed synchronisation of moves in the political and security areas.
The success in securing a ceasefire, disengagement of forces and hardware in Stanitsa Luganskaya provided for launching political settlement moves. Ukraine refused simultaneous review of the two issues which the “Normandy Four” specified to the Contact Group: the signing of the “Steinmeier formula” and completion of the first phase of disengagement (Zolotoye and Petrovskoye). The “Normandy Four” sent both issues for review at the nearest meeting of the Contact Group and their separation, as Ukraine wishes, is inadmissible.
Having failed the adoption of such important decisions at the Contact Group, the Ukrainian authorities have again shown a lack of political will towards implementing the agreements signed by their representatives in Minsk. “Even the “Normandy Four” directive proved to be unfeasible to Zelensky despite his fervent wish to take part in its summit.
Nevertheless, there is no alternative; the Minsk talks which are under the “Normandy Four” control, remain the only way of settlement available to the parties to the Donbass conflict. The Donbass Republics and Ukraine must fulfil their obligations. We repeatedly proved our commitment to the Minsk process in deed. Apparently Ukraine still has to realise it and build up enough political will to prove its legal capacity in international relations.
