Ukraine has disrupted the meeting of the Contact Group and its subgroups. The Ukrainian representatives in subgroups, citing a lack of authority during the transition of power, refused to attend the Minsk talks on May 22. In this connection, the Contact Group coordinator suggested having a video conference.
But the pretext cited by Ukraine, does not look convincing. If the Ukrainian representatives have no powers, they cannot take part in the video conference. If they have powers, they had to come to Minsk as direct talks are more effective than any video conference. Trying to carry out a video conference instead of planned direct talks is a dead-end street.
Consequently, the dialogue between Donbass and Ukraine over a peaceful settlement of the internal conflict is suspended under far-fetched reasons.
We hope that this pause is temporary and urge Ukraine to settle all the “organisational obstacles” in the shortest possible time ensuring Ukraine’s representation at the Contact Group talks so that the OSCE could have the opportunity to arrange full-fledged talks in Minsk on June 5, 2019.
