SBU contributes to protracting legal clearance of detainees - Kobtseva
LUGANSK, August 28 (Lugansk Media Centre) - Ukrainian security service plays one of the key roles in protracting the legal clearance of detainees to be exchanged, said LPR representative in the humanitarian subgroup of the Contact Group Olga Kobtseva.
"The presidential election has taken place in Ukraine, political authorities have changed, but their rhetoric in the Minsk process remains the same.
"The moderate thaw in the humanitarian subgroup, like providing information on detainees the LPR wants back, has turned into a remission and we have arrived to the issue of the legal clearance," she said.
"Zelensky has to adopt a political decision, but it has not happened yet. The Ukrainian security service plays one of the key roles in it," Kobtseva said.
The humanitarian working group of the Contact Group failed to hold a discussion over the prisoner exchange on July 21, Kobtseva said earlier.
The LPR and DPR urged for a soonest POW exchange and insisted on legal clearance of the detainees.
The exchange of captives between Donbass Republics and Ukraine is one of the key issues of Minsk Agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
