Prisoner swap discussion goes futile in Kiev rep Medvedchuk's absence - Kobtseva
LUGANSK, June 13 (Lugansk Media Centre) – The meeting of the humanitarian working group of the Contact Group, has turned out meaningless, including the discussion of the prisoner swap, as Kiev representative Viktor Medvedchuk has not turned up, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.
"The meeting of the humanitarian group was futile as Kiev authorized representatives Viktor Medvedchuk and Irina Geraschenko were absent. Kiev was represented by experts only. Due to this fact, one of the key points of the agenda, liberation of detainees, was not discussed, first and foremost, because of the Medvedchuk's absence."
"The head of the ICRC delegation in Ukraine Alan Ashliman attended the meeting and in his presence the group had a lengthy discussion of the Stanitsa Luganskaya bridge reconstruction. Still, no agreement has been reached as the Ukrainian side represented by experts, again avoided dialog with the Republics representatives, rather talking to OSCE and ICRC, though they are responsible for technical implementation of endorsed decisions."
According to Kobtseva, the subgroup has again mentioned the declaration condemning tortures and violence, and the LPR and the DPR confirmed their willingness to sign it. "Ukraine voiced no such intention, as the experts present at the meeting were not authorized to take any decisions."
The exchange of captives between Donbass Republics and Ukraine is one of the key issues of Minsk Agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on 12 February 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
