Petrovskiy intake stops water supply to LPR - Emergencies Ministry
LUGANSK, November 7 (Lugansk Media Centre) - Petrovskaya pumping station of Popasnaya duct in Kiev-controlled area has stopped water supply to the Lugansk People’s Republic, duty officer of LPR Emergencies Ministry Crisis Control Centre Vyacheslav Tretyakov said.
“On 6 November, Kiev-controlled Petrovskaya pumping station stopped water supply without prior notification; the feed to Vesyolaya Gora, Privetnoye and Oboznoye settlements in Slavyanoserbrskiy district was cut off,” Tretyakov said.
On Monday, Ukrainian media reported that Lugansk Energy Association (LEO) would cut off power supply to the Petrovskiy pumping station due to the water duct’s debt amounting to nearly 157 million hryvnas as of 6 November.
LPR envoy to Minsk talks Vladislav Deinego earlier said that LPR had paid part of the bill for the water supplied via Popasnaya duct, despite Ukraine’s failure to meet its safety commitments. Deinego also noted that OSCE coordinator in the Contact Group economic subgroup Per Fischer had stated that Kiev violated the agreed terms of payments for the water supplied to LPR from Ukraine.
Despite existing accords, Kiev has repeatedly blocked water supply to the Republic from its water intakes since the beginning of this year.
Kiev supplies water to LPR territory via two main sources - West water treatment plant ZFS (Lisichansk area) and Petrovskiy duct (Stanitsa Luganskaya area). In case ZFS is shut off or significantly reduces the feed, Stakhanov, Kirovsk, Bryanka, Pervomaisk, Krasniy Luch, Antratsit and Alchevsk face a dramatic depletion of water supply. Lugansk and its Kamennobrodskiy district in particular mostly depend on Petrovskiy water pipe.
State water company Luganskvoda reported that the Republic was provided with 84 percent of the water it needed from its own sources and that Ukraine's input was reduced to 15 percent. Until 12 May 2014 overall 258 thousand cubic meters of water were supplied daily to the towns that are currently located in LPR, 132 thousand cubic meters were pumped from local sources. Until the beginning of December 2016, 45-50 thousand cubic meters were fed from Kiev-controlled territories daily and 260 thousand cubic meters were pumped locally by LuganskVoda.
In April and May 2017, ZFS supplied 8,000 to 9,000 cubic metres of water to LPR daily. In pre-war period, water supply volume reached 400,000 cubic meters a day.
