OSCE SMM records shelling from Ukrainian positions in Popasnaya – spot report
LUGANSK, December 20 (Lugansk Media Centre) – The OSCE SMM has recorded a shelling from Ukrainian forces positions in Popasnaya, said the December 20 spot report published at the OSCE website.
"At around 19:15 on 18 December, while at its forward patrol base on the northern edge of government-controlled Popasnaya (69km west of Lugansk), the SMM heard five undetermined explosions 500-600m north-east, followed by three explosions assessed as outgoing rounds of undetermined weapons within 1.5km south-west," the document said.
At around 10:00 on 19 December, the SMM left the forward patrol base and subsequently reached government-controlled Severodonetsk (74km north-west of Lugansk) safely.
The report said that while at the same forward patrol base on 13 December, the SMM heard explosions close to the base and staff entered into the base’s shelter.
The members of the Contact Group have announced ceasefire more than ten times since autumn 2014. Kiev forces regularly violated the truce opening fire with large calibre artillery, mortars and tank guns which were to have been withdrawn in accordance with the Minsk agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on 12 February 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
