LUGANSK, December 31 (Lugansk Media Centre) - OSCE Special Monitoring Mission observers have recorded Kiev forces presence in the Zolotoye disengagement zone 185 times in 2020, the Lugansk People’s Republic Office at the Joint Centre for Control and Coordination (JCCC) reported.

”Over the year, the OSCE SMM recorded military presence at former positions of Ukrainian forces within the boundaries of security zone No 2 “Zolotoye” 185 times, which was a gross violation of the negotiated accords,” the report said.

“Ukrainian authorities are not striving towards a peaceful settlement of the Donbass conflict,” the LPR Office said.

In September 2016, a framework agreement was signed to create three disengagement areas around Zolotoye, Stanitsa Luganskaya and Petrovskoe (DPR territory). Facts of manpower and hardware deployment to the Zolotoye and Petrovskoye security areas by Kiev were repeatedly recorded.

The Ukrainian government launched the so-called anti-terrorist operation against Donbass in April 2014. Conflict settlement relies on the Package of Measures for the Implementation of the Minsk Agreements, signed on February 12, 2015 in the Belarussian capital by the Contact Group members and coordinated by the Normandy Four heads of states (Russia, Germany, France and Ukraine). The document provides for ceasefire and withdrawal of heavy weapons from the contact line.
