OSCE hopes DPR and LPR exchange prisoners with Ukraine on the "all for all" basis
OSCE hopes that DPR and LPR will exchange prisoners with Ukraine on the "all for all" basis, said coordinator of the working group on humanitarian Issues Ambassador Toni Frisch who visited Lugansk today.
"In Minsk we closely cooperate with Olga Kobtseva (LPR envoy to humanitarian subgroup), that always supports us. We count on her in discussions, so that the exchange will be possible," he told journalists.
"We hope for the exchange of the detainees, we hope we can make progress in exchanging in the interests of all. The issue of exchange of detainees is a very important commitment."
Prisoner exchange is one of the key points of the Package of Measures for the Implementation of the Minsk Agreements. The document clearly stipulates "all for all" principle in relation to this matter.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the "Normandy Four" (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
