LPR pays in full for Ukraine-supplied water every month - diplomat

LUGANSK, February 16 (Lugansk Media Centre) - The Lugansk People’s Republic makes full monthly payments for the water supplied from Kiev-controlled territory, LPR envoy to Minsk talks, acting Foreign Minister Vladislav Deinego told a news briefing at Lugansk Media Centre on Friday.

“Payments for the water supplied from Kiev-held territory is a big problem for us,” Deinego said. “We have relatively stable supply via one duct and periodically have problems with Petrovskiy Duct. At present, Ukraine does not supply water to LPR. We sometimes manage to agree the resumption of water supply, but it doesn’t last long.”

Kiev says it stops water supply because of LPR debt.

“We did have payment problems, there was a period when no water was supplied to LPR. Of course mutual settlements were out of the question at that point, but we had run up some debts by then, and agreed rescheduling, and by the end of 2017 we had met all our rescheduled liabilities.”

“Now we pay on delivery, i.e. every month. We get water bills from the Ukrainian water supplier and pay in full. We’ve met all our old commitments under the contact with this supplier,” Deinego said.

Despite existing accords, Kiev has repeatedly blocked water supply to the Republic from its water intakes since the beginning of this year.

Kiev supplies water to LPR territory via two main sources - West water treatment plant ZFS (Lisichansk area) and Petrovskiy duct (Stanitsa Luganskaya area). In case ZFS is shut off or significantly reduces the feed, Stakhanov, Kirovsk, Bryanka, Pervomaisk, Krasniy Luch, Antratsit and Alchevsk face a dramatic depletion of water supply. Lugansk and its Kamennobrodskiy district in particular mostly depend on Petrovskiy water pipe.

State water company Luganskvoda reported that the Republic was provided with 84 percent of the water it needed from its own sources, Ukraine's input was reduced to 15 percent. Until 12 May 2014 overall 258 thousand cubic meters of water were supplied daily to the towns that are currently located in LPR, 132 thousand cubic meters were pumped from local sources. At present, LPR pumps 280,000 cubic meters of water a day from local sources and another 50,000 cubic meters are supplied from Kiev-controlled territory. In pre-war period, water supply volume reached 400,000 cubic meters a day.
