LPR fulfills all preconditions for POW swap scheduled for Dec 29
LUGANSK, December 28 (Lugansk Media Centre) – LPR has met all preconditions for the POW exchange on December 29, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.
"As a result of the verification of detainees held on December 27-28 almost all the people with known location and whom we requested confirmed their willingness to be exchanged," she said.
"We express our deep hope that Ukraine fulfils the commitments it assumed at the Normandy Four summit and that a full-scale swap on the "all verified for all verified" basis transpires tomorrow".
"The LPR has fulfilled all the pre-requirements," Kobtseva said.
The exchange is expected to take place in the vicinity of the Gorlovka-Mayorskoye checkpoint in the DPR north.
On December 9-10, Paris hosted a summit of the leaders of the “Normandy Four” states (Germany, Russia, France, Ukraine). The parties agreed on a prisoner exchange in Donbass under the “all for all” principle by yearend. They also called for ensuring a full and comprehensive ceasefire by the end of 2019 and supported the Contact Group accord on three more areas for the disengagement of forces and hardware in the conflict zone by the end of March 2020.
Earlier Kobtseva said that the sides agreed to a POW swap during the videoconference of the Minsk talks participants on December 23.
Prisoner exchange is a key point of the Minsk Agreements.
