LPR Emergency Minister: Boiler houses to be provided with sufficient water supply
Water will be supplied to LPR boiler houses for the coming winter season regardless the shut off water pipelines from Ukrainian territory, the Republic's government stated.
Kiev has shut off two water pipelines delivering water to LPR territory. The first one is pumping water to Lugansk area from Kiev-controlled West water treatment plant in vicinity of Lisichansk, and Petrovskiy duct. LPR has faced a significant depletion of water supply.
"We are waiting for water supplies from Ukrainian side to start. But even in the current emergency we prioritize suppling water to boiler houses," said LPR Emergency Minister Sergey Ivanushkin.
He told heads of the municipalities to develop emergency plans for suppling boiler houses with water and promised to provide water tankers if needed.
LPR Head Igor Plotnitskiy last week expressed hope that the issue of Lugansk water supply from the territories currently under Kiev control will be settled in a fortnight. He added that the issue had been addressed in Minsk negotiations and there was a result.
LPR representative to the Contact Group on Ukraine Vladislav Deinego earlier claimed that Ukraine deliberately protracted the process of stabilizing water supply to Republic territory as Kiev is afraid to take responsibility. He also pointed out that LPR and DPR envoys to the Contact Group urged to establish time-limits and regulations for its working groups to "stop the sabotage and agony that persist in subgroups for economic and political issues."
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the "Normandy Four" (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
