LPR, DPR and Kiev discuss verification of 159 detainees kept in Ukraine
The working group on humanitarian issues of the Contact Group discussed the mechanisms of verification of 159 detainees from Donbass currently held in Ukraine, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.
"The stumbling block was the issue of verification of 159 people held in Ukraine; they have different legal statuses: excused, on parole, under house arrest. Ukrainian representative Valeria Lutkovskaya suggested some efficient steps and proposed to discuss the appropriate mechanism of settling the problem," she said.
It was also decided to invite the ICRC representatives to the next meeting of the Contact Group to coordinate road maps for missing persons and Stanitsa Luganskaya bridge reconstruction.
The working group on humanitarian issues has not manage to discuss ecological safety of Donbass today.
The exchange of captives between Donbass Republics and Ukraine is one of the key issues of Minsk Agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on 12 February 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
