Kobtseva: Kiev refuses signing document to ban saboteur activity
LUGANSK, October 22 (Lugansk Media Centre) – The Ukrainian side refuses to participate in harmonization of the document banning saboteurs activity with the LPR and DPR, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.
"In the working group on security issues we have been trying for several months to reach an agreement over the document banning saboteur activity. The Ukrainian side evades signing the document, and cited pretexts to avoid even its discussion at the latest meeting in Minsk."
Earlier Kobtseva said that Kiev had been avoiding direct talk to the LPR and DPR since the beginning of the year.
In July, Kiev's representative at the humanitarian group at the Minsk talks Irina Geraschenko refused to support the declaration tabled by the OSCE representative at the Minsk talks Toni Frisch, banning tortures and violence against civilians by the hands of security forces.
