Kobtseva: Donbass willing to start dialog with Kiev if it implements Minsk-2

LUGANSK, November 30 (Lugansk Media Centre) – Donbass Republics are willing to engage in dialog with Ukraine if it shows full commitment to the Minsk Agreements, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.

"We have emphasized multiple times … that the careful implementation of the Minsk Agreements is the mechanism of settlement and building relationship between Donbass and the current Ukrainian government. We remain fully committed to the Minsk Agreements. We are willing to have dialog with Ukraine."

Kobtseva reminded that Kiev still has not signed LPR and DPR-proposed document banning saboteur activity in Donbass. Ukraine also shuns mapping a document to introduce additional control measures over the ceasefire implementation. 

"The format (of the Minsk Agreements) may be prolonged only if Kiev guarantees it shall refrain from force, especially of terror nature, against the South-Eastern Ukraine," she said.

The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
