Kindergarten damaged as Kiev forces shell Zolotoye-5

LUGANSK, February 1 (Lugansk Media Centre) - A kindergarten in the Zolotoye-5 township was damaged in shelling by Kiev forces, the Lugansk People’s Republic Office at the Joint Centre for Control and Coordination said.

“In a ceasefire violation recorded at 22:35 on January 31, 2019, Ukrainian armed formations delivered a strike from the Zolotoye-4 (Rodina) settlement at Zolotoye-5 (Mikhailovka), damaging three civil infrastructure facilities,” the JCCC report said.

A bullet damaged a window of the food unit at the Beryozka kindergarten located at 22/23 Liza Chaikina Street, an 82mm mortar round made a crater in Proizvodstvennaya Street, and a bullet damaged a window and household appliances in Krylova Street.

“An inspection of ordnance fragments found that Zolotoye-5 (Mikhailovka) had been shelled with O-843DU fragmentation mines fired with anti-tank grenade launcher RPG-7 and 7.62mm small arms. Three 57-H-323C cartridge bullets were retrieved together with a B43 propelling charge with an 82mm mortar round adapter, the LPR Office at the JCCC said.

There were no civilian casualties. “The incident shows that Kiev officials’ statements alleging commitments to the ceasefire are not true to the facts,” it said.

The members of the Contact Group have announced ceasefire more than 20 times since the autumn of 2014. Kiev forces regularly violated the truce opening fire with large calibre artillery, mortars and tank guns which were to have been withdrawn in accordance with the Minsk agreements.

The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
