Kiev’s refusal to join UN session shows its fear of dialogue with Donbass - Deinego

LUGANSK, December 3 (Lugansk Media Centre) - Ukraine’s refusal to participate in a UN Security Council session shows that it is afraid to conduct direct dialogue with the Donbass Republics, Lugansk People’s Republic representative at the Minsk talks, LPR Foreign Minister Vladislav Deinego told Vesti Plus Radio.

Arria formula meeting of the UN Security Council involving representatives of the Donbass Republics and 17 countries took place on December 2. The participants discussed the implementation of the Package of Measures for the Implementation of the Minsk Agreements and decisions by the “Normandy Four” (France, Germany, Ukraine and Russia) leaders made at the December 2019 summit.

“Ukraine’s refusal - in theory, we considered the possibility that they might participate - showed that Ukraine is afraid of talking with us in any circumstances and any conditions. Apparently it would have been far more difficult for us with the participation of Ukraine, Germany, France and other countries whose position is loyal to Ukraine. Nevertheless, Ukraine declined the opportunity to use direct dialogue,” Deinego said.

Although a number of European countries, including “Normandy Four” members, boycotted the session, the LPR representative called it a “serious step forward.”

“As for Germany and France, they really tried to derail the meeting. The flatly refused to participate in the first place, and secondly, they made certain moves to block the possibility of this meeting. It showed to the participant countries that the position of Germany and France towards this conflict was by no means neutral. They had obviously taken a pro-Ukrainian position; they support Ukraine in this conflict which consequently questions their status in “Normandy Four,” the minister said.

He added that the session stirred a great public interest.

“As of now, views on YouTube have already exceeded 25,000. It is a large audience taking into account the fact that the session was streamed in English, first of all, these must be viewers from foreign countries,” the LPR representative at the Minsk talks said.

The Arria formula meetings of the UN Security Council are informal sessions organised by a UN Security Council member or members with the participation of persons whom it would be beneficial to hear on this or that topic. The process is named after Venezuelan diplomat Diego Arria who initiated this practice.

The Ukrainian government launched the so-called anti-terrorist operation against Donbass in April 2014. Conflict settlement relies on the Package of Measures for the Implementation of the Minsk Agreements, signed on February 12, 2015 in the Belarussian capital by the Contact Group members and coordinated by the Normandy Four heads of states (Russia, Germany, France and Ukraine). The UN Security Council approved the document by Resolution No 2202 of February 17, 2015 and called upon the parties to ensure its implementation.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
