Kiev uses UAVs in blatant violation of Minsk Agreements - People’s Militia
LUGANSK, February 26 (Lugansk Media Centre) - Kiev blatantly violates a Minsk Agreement provision as it uses unmanned aerial vehicles close to the contact line, Lugansk People’s Republic People’s Militia spokesman Andrey Marchenko said at a press briefing at the Lugansk Media Centre.
OSCE Special Monitoring Mission observers’ February 24 report recorded Ukrainian army UAVs on the contact line, Marchenko said underlining that the LPR militia reported regular Ukrainian drone sightings and that Ukrainian servicemen did not conceal the fact of using UAVs.
“Ukraine blatantly violates Article 7 of the Memorandum signed in Minsk which bans the use of unmanned aerial vehicles in the 30 kilometre-wide zone along the contact line,” the spokesman said.
“At the Wednesday meeting in Minsk, our representatives will raise this issue again, but we’re not expecting results because the Minsk Agreements guarantors have no influence upon Kiev,” he added.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
