Kiev soldiers fire at railway workers in Donetskiy, SMM confirms

Kiev soldiers opened fire on railway workers, said LPR People's Militia Command chief Colonel Oleg Anaschenko.

"We continue documenting crimes of Kiev armed forces and nationalistic batallions in the grey zone against civilians."

"On Jan.18 gunmen from Ukrainian 24th brigade from the direction of Novotoshkovskoye opened small arms fire on a group of railway workers who were repairing a railway line. The OSCE SMM recorded bulled holes in the operator's cabin of a train," said Anaschenko.

The OSCE SMM confirmed the incident in its report. "In LPR-controlled Donetskiy (49km west of Lugansk) the SMM observed a fresh bullet hole directly above the operator’s window of a rail vehicle. The SMM was shown the hole by workers who had been repairing a railway line near Donetskiy and had called the SMM about 25 minutes earlier to inform them that they were hearing small-arms fire near the repair site. They told the SMM that two Ukrainian armed forces personnel had yelled at them shortly before firing began. Earlier in the day the SMM had monitored the repair work to the railway line which had been co-ordinated by the Joint Centre for Control and Co-ordination (JCCC)," the report said.

Anaschenko said that in Troitskoye village Ukrainian fighters, mostly of Western Ukraine decent, raided local churches and households taking away icons, icon lamps and church ornaments, to be later sold on a black market.

"They also take away and destroy Russian-language school books all across the so-called ATO zone."

The members of the Contact Group at the meeting in Minsk on December 21st agreed to enforce a comprehensive and durable ceasefire in effect from December 24th. The deal has become the 10th truce agreement since the autumn of 2014. Earlier, Kiev forces regularly violated the truce opening fire with large calibre artillery, mortars and tank guns which were to have been withdrawn in accordance with the Minsk agreements.

The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
