Kiev plans to release 15 POWs On Dec. 29 - LPR rep in humanitarian subgroup

Ukraine might release 15 Donbass residents it keeps imprisoned on Decenber, 29th, LPR, said LPR representative in the Contact Group humanitarian subgroup Olga Kobtseva.

"Tomorrow Ukraine is to hand us 15 people: five from Lugansk and 10 from Donetsk," she said.

The release is expected to take place at 2-3 p.m. tomorrow Kiev time (3-4 p.m. DPR and LPR time).

LPR and DPR on December 27 handed over two detained women to Ukraine as goodwill gesture, following Monday announcement of their release by the Republics’ Heads Igor Plotnitskiy and Aleksander Zakharchenko.

DPR State Security Ministry officers handed over Anzhelika Presnyakova and Olga Svorak to the Ukrainian side at a location between Donetsk and Makeyevka, Donetsk News Agency reported.

The exchange of captives between the Donbass Republics and Ukraine is one of the key issues of Minsk Agreements. The document clearly stipulates "all for all" principle in relation to this matter.

The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the "Normandy Four" (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.

The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
