LUGANSK, July 2 (Lugansk Media Centre) - Kiev passed the Lugansk People’s Republic updated lists of the detainees held in Ukraine in connection with the Donbass conflict, LPR representative in the Contact Group humanitarian subgroup, head of the Republic’s working group on prisoner exchange Olga Kobtseva told the Lugansk Media Centre.
Kobtseva said that the subgroup participants at the previous meeting had agreed to exchange the updated detainee lists.
“Today, for the first time since January 2018, Ukraine provided information on the detainees whose release is sought by the Republics,” she said. “It is one of the steps towards exchanging illegally held persons, but it’s premature to claim that the parties have agreed the issue.”
During the talks in Minsk, the parties discussed the restoration of the ruined bridge span in Stanitsa Luganskaya.
“As for the bridge restoration in Stanitsa Luganskaya with respect to Mr (Kiev representative in the Contact Group Leonid) Kuchma’s statement on bridge repairs, Ukrainian representative in the humanitarian group Mrs (Valeria) Lutkovskaya was not ready for dialogue or discussion of technicalities, and, most importantly, for coordinating moves with the Republic in this matter,” Kobtseva said.
Last week, the Donbass Republics, as an act of goodwill, passed head of the Political Council of the Ukrainian Party Opposition Platform - For Life Viktor Medvedchuk four Ukrainian citizens held in the Republics in connection with the Donbass conflict
Kobtseva earlier said that Ukrainian President Vladimir Zelensky practiced a selective approach to prisoner exchange.
Kobtseva also said that the Contact Group humanitarian group members at the meeting in Minsk on June 5, 2019, agreed to present updated detainee lists. On June 19, she said that the Contact Group humanitarian subgroup meeting had been rather productive as the parties articulated their positions which was essential to making a headway in prisoner exchange.
The Republic’s representative repeatedly stated that the LPR was ready for the “all verified for all verified” exchange while demanding the release of more than 100 persons held by Ukraine.
Prisoner exchange is a key point of the Minsk Agreements.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by Resolution 2202 and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
To facilitate the work of the Contact Group, four working groups were set up under its aegis to deal with issues of security, politics, return of internally displaced people and refuges, as well as with social, humanitarian, economic and rehabilitation issues.
