Kiev forces overstate casualties to heighten tensions in “joint forces operation” zone - spokesman

LUGANSK, September 4 (Lugansk Media Centre) - Kiev forces are reporting many casualties in strikes allegedly delivered from the territory of the Donbass Republics, in order to heighten tensions and hype it up ahead of the next session of the Contact Group in Minsk, Lugansk People’s Republic People’s Militia spokesman Andrey Marochko said.
“According to our information, Ukrainian’s military leadership, through their propagandists at the press service of the headquarters of the so-called “joint forces operation,” changed the earlier tactic of concealing non-battle casualties,” Marochko said.
“We observe an interesting fact: Ukrainian forces have officially been reporting a considerable number of casualties for the third consecutive day, allegedly caused by shelling from the People’s Republics,” he said.
“I state with all responsibility that LPR People’s Militia units strictly adhere to the Minsk accords and do not respond to enemy provocations. The overstated number of strikes allegedly coming from our side is nothing but a hype and new attempt to present falsified evidence at the upcoming meeting in Minsk alleging People’s Militia aggression, with the view of forming a negative public opinion about the Republic,” the spokesman said.
Earlier, Marochko said that the Ukrainian Defence Ministry demanded that other government bodies do not disclose Ukrainian army losses in order to hide the real situation in the zone of the so-called “joint forces operation.”
The LPR People's Militia repeatedly noted Kiev forces’ worsening morale with continuing looting and drunken rows between themselves. There were more cases of bullying which provoked desertion and suicides among Ukrainian army servicemen.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
