Kiev failed 73rd disengagement attempt in Stanitsa Luganskaya area
LUGANSK, July 21 (Lugansk Media Center) - Kiev failed the 73rd disengagement attempt in Stanitsa Luganskaya area, said LPR People's Militia spokesman Lieutenant-Colonel Andrey Marochko.
Yesterday, on July 20, LPR envoy to Minsk negotiations Vladislav Deinego said that LPR had informed the OSCE on the Republic's readiness to disengage in the Stanitsa Luganskaya area.
LPR representatives who arrived in Stanitsa Luganskaya area launched a white signal flare to indicate the readiness to start the disengagement, but no reply followed.
"Ukraine has again disrupted the disengagement of forces and hardware in Stanitsa Luganskaya area," said Marochko.
"It is the 73rd attempt to disengage forces and hardware in No.1 zone, Kiev authorities are unable to organize symmetrical measures."
LPR and DPR representatives at a meeting in Minsk on September, 21 initialed a framework agreement on pullback of forces in Donbass, that was also signed by representatives of Ukraine, Russia and OSCE. The document provides for three disengagement areas around Zolotoye, Stanitsa Lugaskaya and Petrovskoe (DPR territory). Heads of LPR and DPR Igor Plotnitskiy and Alexander Zakharchenko signed the agreement on September 22 and 23, respectively.
The disengagement has been carried out in Zolotoye and Petrovskoe. All previous attempts to disengage in Stanitsa Lugansksya area, and there were over 70 of them, were disrupted by the Ukrainian side.
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the Normandy Four (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
