Kiev blackmails Republics with blocking humanitarian aid - Kotseva
LUGANSK, April 1 (Lugansk Media Centre) - Ukraine uses far-fetched pretexts to block direct delivery to the Donetsk People’s Republic of the humanitarian aid sent by the International Committee of the Red Cross, Lugansk People’s Republic representative in the Contact Group humanitarian subgroup Olga Kobtseva said.
“Today, international humanitarian cargo for the Donetsk People’s Republic was shipped from the Ukrainian territory via the Lugansk People’s Republic,” Kobtseva said. “As we know, the DPR has three transport corridors, but Ukraine refused to let humanitarian cargoes come directly, so the ICRC had to ask the LPR to allow its transit through the Lugansk-Schastye crossing point.”
The LPR representative said that the formal reason behind Ukraine’s refusal to let the relief supplies come through the DPR checkpoints was “the situation, unsafe from the military point of view.”
Meanwhile, Kobtseva noted that “civilians can use the Yelenovka-Novotroitskoye checkpoint under the accord between Ukraine and the Donetsk People’s Republic.”
“So Kiev is blackmailing the People’s Republic by disrupting the deliveries of international humanitarian aid under far-fetched pretexts,” she said adding “one can say that Ukraine, in its attitude towards implementation of the Minsk Agreements, has lost face and trust.”
Kobtseva described these actions by Ukraine as “a deliberate provocative move as “it is very important that cargo are delivered directly” in the current epidemiological situation. She reminded that earlier, the LPR and Kiev in the Contact Group working group on humanitarian issues agreed to let humanitarian cargos enter the LPR via the Lugansk-Schastye crossing point. Lugansk did not block the delivery of humanitarian aid, especially because it is intended for medical use.”
“Of course, for our part, we’ve taken measures towards disinfection of next vehicles in transit, the Republic’s representative said.
She said the LPR hoped that Kiev’s actions would be properly assessed by the international community.
“As for the Republics, they will abide by the international humanitarian law and the Minsk Agreements, and never blocked the delivery of humanitarian supplies,” Kobtseva said.
Earlier she said that Ukraine manipulated the international law ignoring the issue of letting international humanitarian aid come into the DPR and that it had deliberately sabotaged the opening of the new crossing points in the Schastye and Zolotoye areas.
LPR representative at the Minsk talks, the Republic’s Foreign Minister Vladislav Deinego said that the decision on simultaneous opening of two new crossing points “Lugansk-Schastye” and “Pervomaisk-Zolotoye” would be postponed until Ukraine had officially confirmed earlier accords.
In March 2020, the LPR and Kiev agreed to set up two new crossing points on the contact line in the Schastye and Zolotoye areas; the works on the facilities were launched in July. Having failed to coordinate the key points of the crossing points’ operation, including security issues, Ukraine unilaterally opened them on November 10. The Republic called the move a provocation and a threat to the persons who cross the contact line and demanded that Kiev begin a dialogue to resolve the problems and launch full-fledged operation of the crossing points. Currently there is only one official checkpoint on contact line in the LPR area of responsibility in Donbass and it is accessible via the bridge in the vicinity of Stanitsa Luganskaya.
The Ukrainian government launched the so-called anti-terrorist operation against Donbass in April 2014. Conflict settlement relies on the Package of Measures for the Implementation of the Minsk Agreements, signed on February 12, 2015 in the Belarussian capital by the Contact Group members and coordinated by the Normandy Four heads of states (Russia, Germany, France and Ukraine). The UN Security Council approved the document by Resolution No 2202 of February 17, 2015 and called upon the parties to ensure its implementation.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
To facilitate the work of the Contact Group, four working groups were set up under its aegis to deal with issues of security, politics, return of internally displaced people and refuges, as well as with social, humanitarian, economic and rehabilitation issues.
