Economic subgroup meeting in Minsk disrupted again - Deinego
Kiev representatives have again disrupted the meeting of the economic working group of the Contact Group, that had been scheduled for today, LPR envoy to Minsk negotiations Vladislav Deinego told Lugansk Media Center.
"Despite all the hopes we had after the latest meeting in Minsk, when there were implications that the meeting might finally take place, the meeting of economic working group of the Contact Group has been disrupted, the Ukrainian side still shies away from constructive approach," he said.
This is the 8th time Ukraine blocks the work within the economic subgroup. The previous times Kiev reps refused to negotiate with DPR representative Maksim Leschenko who is allegedly under criminal investigation in Ukraine.
On December, 1st, the Ukrainian side shut off water supply to LPR through Petrovskiy water duct located on the Kiev-controlled territory, and reduced feed via ZFS water treatment plant by twofold.
Kiev supplies water to LPR territory via two main sources - West water treatment plant ZFS (Lisichansk area) and Petrovskiy duct (Stanitsa Luganskaya area).
In case ZFS is shut off or significantly reduces the feed, Stakhanov, Kirovsk, Bryanka, Pervomaisk, Krasniy Luch, Antratsit and Alchevsk faced a significant depletion of water supply. Lugansk and its Kamennobrodskiy district in particular mostly depend on Petrovskiy water pipe.
State water company LuganskVoda reported that the Republic was provided with 72 percent of the water it needed by the end of August 2016 with 84 percent contribution from its own sources, Ukraine's input was reduced to 15 percent.
Until May 2014 overall 258 thousand cubic meters of water were supplied daily to the towns that are currently located in LPR, 132 thousand cubic meters were pumped locally. Untill the beginning of December 2016, 40-50 thousand cubic meters were fed from Kiev-controlled territories daily and 215 thousand cubic meters were pumped locally by LuganskVoda.
Earlier LPR envoy Vladislav Deinego said that Kiev claimed 270 mln hryvnia ($1 mln) that Lugansk allegedly owes it for water supply as the leaders of the Normandy Four (Russia, Germany, France and Ukraine) were discussing the revival of stalled peace process in Donbass at roundtable talks in Berlin on Oct. 19-20, though the appropriate payment agreement is not signed yet.
Deinego noted that Article 8 of the Package of Measures for the Implementation of the Minsk Agreements envisioned “Definition of modalities of full resumption of socio-economic ties, including social transfers such as pension payments and other payments (incomes and revenues, timely payments of all utility bills, reinstating taxation within the legal framework of Ukraine).”
The Package of Measures for the Implementation of the Minsk Agreements was adopted by the Contact Group on Ukraine on February 12, 2015 and supported by member states of the "Normandy Four" (Germany, Russia, Ukraine and France). The UN Security Council approved the document by its 2202 Resolution and called upon all the sides to ensure full implementation of the Package of Measures.
The document provides for comprehensive ceasefire, withdrawal of all heavy weapons from the contact line, starting a dialog on reconstruction of social and economic ties between Kiev and Donbass. It also envisages carrying out constitutional reform in Ukraine providing for decentralization and adopting permanent legislation on a special status of certain areas of the Donetsk and Lugansk regions.
To facilitate the work of the Contact Group, four working groups were set up under its aegis to deal with issues of security, politics, return of internally displaced people and refuges, as well as with social, humanitarian, economic and rehabilitation issues.
