Deinego: Kiev still blocks settlement of Donbass conflict, ignores Minsk agenda
Kiev still blocks the settlement of the Donbass conflict, said LPR envoy to Minsk negotiations Vladislav Deinego.
"A miracle hasn't happened. Ukraine still blocks the settlement of the Donbass conflict by avoiding suggesting agenda for political subgroup. No documents have been filed by Ukraine, despite the recommendations of the Normandy Four."
"Republics handed their documents with proposition almost right after the Normandy Four meeting, indicating the key issue for the political settlement, that is the Steinmeier's formula of a step-by-step implementation of the Donbass special status. The representatives of Russia also presented their propositions."
German foreign minister Frank-Walter Steinmeier's formula sets out the principles of implementation of the Ukrainian law "On local self-government order in certain areas of the Donetsk and Lugansk region". According to his plan, the law should be enforced on the day of local elections on a temporary basis, and permanently upon the OSCE publishing its report on the elections outcome.
"Ukraine dismisses the Steinmeier's formula discussion," Deinego complained. "They orally suggested some other topics, a good part of them having nothing to do with the Minsk agenda."
